Your understanding is correct. Although bind9-host clearly lacks features that were provided by host, host has been unilaterally considered obsolete by a member of the QA team and its removal requested and obtained (#537736). Since bind9-host provides host in testing - although options and output format are not compatible - host itself will not be shipped with squeeze.
