Looking at it in a bit more detail, dh would still need to pass
-s to every command it runs. And that would result in 20 seconds
added to a the average package build on my laptop.

So, the optimisation of not making -a the same as -s, while
ugly, is still necessary.

dh could still be made smart enough to figure out if the control
file lists arch-specific packages, and automatically pass -s
in that case.
