Well, the file at at hat URL explicitely mentions:

  Permission is also granted to copy, distribute and/or modify this document
  under the terms of the GNU General Public License (GPL).
  You should have received a copy of the GNU General Public License
  along with GNU Emacs.

Does that answer your question ? I believe it makes it quite clear that
we're allowed to redistribute this file without any license problems ?
