Debian Policy, at ยง12.5. Copyright information states:

     Packages in the _contrib_ or _non-free_ archive areas should state in
     the copyright file that the package is not part of the Debian
     GNU/Linux distribution and briefly explain why.

So, even if it's a "should" I think it's worth fixing. Going trhough
all the (build-)depends and search which one is the culprit is a
little boring while the fix it's just

debian/copyright:
  This package is in contrib because latex2html is in non-free and we
relay on it to build documentation.

Please consider include this statement (or another form you prefer) in
the next upload for that package.
