Hi.

It seems that at least /etc/init.d/rc uses the CONCURRENCY which can be set in /etc/default/rcS .

I'd suggest to add a line with the default value (which is none as far as I can tell from /etc/init.d/rc) and perhaps short documentation as suggested by bug #530582.... and also to add documentation to the rcS(5) manpage... i.e. what the CONCURRENCY option is used for,.. and what it's different values (startpar,makefile,none) mean.
