I do not see the problem with current scim.

I can type accented characters with scim "turned off".

However, scim probably has to be configured in a non-default way:

The dynamic X events setting has to be chaged, and the default input
method has to be set to something exotic - not the English/keyboard
which is normally configured as the default method.

BTW I wonder what's behind these defaults. If you want English/keyboard
you can "turn off" scim by pressing Ctrl+Space. No need for this method
at all, the less for it to be the default input method.
