Packages that just need to extract RPMs, such as file-roller, use
rpm2cpio.  file-roller recommends rpm, but only needs rpm2cpio out of
it.  Splitting out rpm2cpio would let systems that only need rpm for
rpm2cpio would allow users of rpm2cpio to not care about an RPM database
and such.
