Further investigation shows that the problem is partially caused by hal: hal continues to monitor the power button etc (i.e. the corresponding input events), but doesn't "tell" X about them. See hal commit

At least, this allows me to bind an action to this key in "Keyboard Shortcuts" as a temporary workaround.
