According to the BTS' grammar for this command, this isn't
something that it currently supports:
tags bugnumber [ + | - | = ] tag [ tag ... ] [ + | - | = tag ... ] ]
As I mentioned on IRC, this is a bug in the documentation; at least "tags
NNNN =" has worked for as long as I can remember, and is documented in
bts(1).
I believe I've found the cause of it having broken and will commit a patch
shortly.
