This is just to say that I'm getting this problem too, and also find it pretty annoying. This bug has been there for almost a year! Maybe this is because it's not entirely clear what's the best fix: update the logcheck rules or tweak ntpd itself. Still that does not explain the first 5+ months of inactivity.
