It seems silly to have ctte get copies of bugs and then bounce them.

My suggestion would be that this is only an issue for scripts which run prior to /usr being mounted. That sort of script is expected to be somewhat oddball (as, e.g., required packages may not be available), and it may well be that it makes more sense for it to use a specific shell rather than /bin/sh.
