That has nothing to do with debconf as debconf templates use to prompt
users are provided by the packages themselves.

I guess that reassigning to the kernel source package  is the way to
go.


Still, I very strongly advise *against* the suggested change.

Making reference to the user interface elements (such as a Y/N choice,
that can be translated....or presented in a different way, such as a
checkbox), is highly discouraged.

Maybe the question could still be worded in a different way: instead
of asking if one wants to abort the removal (which is kind of a double
negation), why not ask something like "Remove the currently running
kernel?" with of course "N" as the default.
