Giver currently adds action buttons to the notification windows, even if
the server does not support it. This breaks giver with e.g. notify-osd,
which is currently in NEW.

Quoting Desktop Notifications Specification, Section 3[1]:

  If a client requires a response from a passive popup, it should be
  coded such that a non-focus-stealing message box can be used in the
  case that the notification server does not support this feature.
