Why is that actually under /usr/lib? What uses it?
Under multiarch pt_chown must move into a libc-bin package or into the
multiarch /usr/lib/tripplet/ dir. The later would probably break it
horribly.
So to be sane it must move into libc-bin. It should also move to
/usr/bin or so.
