I believe the correct dependencies already are in place.  sysv-rc
depend on sysvinit-utils (>= 2.86.ds1-62).  The sysvinit package only
provide the /sbin/init program, which calls /etc/init.d/rc from
sysv-rc, which in turn calls startpar from sysvinit-utils.  The real
dependency is between sysv-rc and sysvinit-utils.  If you want to see
the fix for this issue, you need to upgrade the sysv-rc and
sysvinit-utils packages.

As the behaviour of the sysvinit package did not change in a way
affecting this bug, it does not help to upgrade it.
