IMHO this is the same one. xfce *will* set the keyboard layout but only once you have it to write the config file correctly (basically if you read the bug report, this is what doesn't happen). Once this is done, the config file is correctly changed. And I think if you change the settings using xfce4-settings-editor or xfconf-query, it'll be changed too. > So only the first one remains.
