IMHO this is the same one. xfce *will* set the keyboard layout but only
once you have it to write the config file correctly (basically if you 
read the bug report, this is what doesn't happen).

Once this is done, the config file is correctly changed. And I think if
you change the settings using xfce4-settings-editor or xfconf-query,
it'll be changed too.

I think you should open another one. It has nothing to do with the Xfce
issue and it may confuse X maintainers. I think xserver-xorg-core would
be the correct one but I'm not sure.
