Well, I chose ftp.pl.debian.org because they had the best ping time
among several close primary mirrors I tried. Here is a question. Is
there a typical source for synchronizing main mirrors in EU countries?
Perhaps a ftp-master.eu.debian.org or something? We intend to become
ftp.lv.debian.org if it's possible.

Yes, of course. The system is a virtual machine in a cluster which has a
total Internet connection of 3,5Gbps: 1Gbps to Latvian core ISPs and
2,5Gbps to the rest of the world through GEANT network. It's switched
through a 10Gbps line. The physical machines have 1Gbps, though. So, the
short answer is: 1Gbps. It can be scaled, the storage can perform more.
