This looks like you have added the configuration for your root
filesystem to /etc/nbd-client.

killall=false _only_ implies that nbd-client configurations that are
_not_ configured through /etc/nbd-client will be ignored. It does _not_
mean that it will ignore everything.

If you run your root filesystem on NBD, you should not put the
configuration for the root filesystem in the nbd-client config file.

Closing this bug, since I suspect this is a case of user error. If that
is wrong, please feel free to reopen the bug, but then please also show
me the full contents of your nbd-client file.
