Thanks for packaging and maintaining libparams-util-perl. There is a new version of Params::Util upstream, version 1.00. It was released on 30 May 2009. It's blocking the packaging of CPANDB. As always, the Debian Perl Team is willing to adopt your package if you're no longer interested in maintaining it.
