In /usr/share/doc/ia32-apt-get/README.Debian, in section 2, it says: There still is a per architecture sources.list file in /etc/apt/$ARCH/ that contains only the entries relevant for that architecture. When ia32-apt-get is first installed they are created automatically and you probably don't have to do anything about them.
