I think that the reporter is using the latest version that appears in Ubuntu 9.04. I don't know how that version number appears in ubuntu but not debian because I'm not an expert at the debian-ubuntu relationship, but the ubuntu changelog can be found here: https://edge.launchpad.net/ubuntu/jaunty/+source/libnet/+changelog.
