I think the bug is in the kernel.  When the console is in unicode mode 
CapsLock works properly only for ASCII letters.  I think (but I am not 
sure) that with recent version of 'kbd' CapsLock works also for latin1 
letters.

This is the reason why console-setup doesn't use the kernel support for 
CapsLock for most keymaps.  In result the CapsLock key works for all 
symbols but the CapsLock led on the keyboard doesn't work (#514464).
