Yes. game-data-packager is essentially a renamed
"doom-package". An attempt has been made to generalise it
in order to support other games, but so far the only person
who has worked on it has been myself, and only for the doom
features.

The non-doom specific stuff lives in
lib/game-data-packager-shared. the slipstream() procedure
is designed to take multiple arguments, but the doom stuff
just passes one.

I have created
svn.debian.org/svn/pkg-games/packages/branches/game-data-packager/rott
as a starting point for doing this. I've also built rott and
installed it.  I will have a go at a proof-of-concept
conversion of your postinst code into a game-data-packager
module sometime shortly.
