We have placed a detailed rationale about that step in the file
debian/README.Source in the source package. You can also review it
online here:

Please let me add that while we do not strip the encoder calls out of the source code anymore, we exlicitely disable the affected encoders in the configure flags (which was not possible in earlier ffmpeg snapshots); see debian/confflags, lines 53ff:

http://git.debian.org/?p=pkg-multimedia/ffmpeg-debian.git;a=blob;f=debian/confflags;h=66fd300db8b1c8b7395ab3d44ed1fe12dcbbb2cf;hb=2dbc0de8b327aee8ac21b6ac6172f222231130d2#l53

Just in case this procedure did not become clear from the aforementioned debian/README.Source file.

Best regards,
Fabian
