I can't see an option --svn-tag-copy and assume you mean --svn-tag-only.

If so, your bug report is a duplication of #478697. Can you confirm
that?

However, I don't understand why this bug was closed.
Eddy Petrisor explicitly stated that the bug is "important", while
Neil Williams closed the bug stating that Eddy is "absolutely right".
Besides, Eddy is wrong: triggering this bug does not imply having a
social problem. In my case, I was just trying to tag an old version.
