That would be the kernel and not iptables.

(So tempting to quote all 3425 and bottom-reply ...)

That doesn't look like the entire configuration and it may be
a configuration problem. You may want to check in with the netfilter
mailing lists.

And also, have a look at ipset. You can use one iptables rule
instead of 3425, as an example.
