Re-installed package python-setuptools and reran trac-admin, which no longer produces the previous error, pkg_resources.DistributionNotFound: setuptools==0.6c8 -- To UNSUBSCRIBE, email to debian-bugs-dist-requ...@lists.debian.org with a subject of "unsubscribe".
