FWIW, I can confirm that that page has never been written.
Ideally, it should be a dump of what the currently Vim packaging
policy says about the format of vim registry entries.

PS I know, this post is not terribly useful to actually _solve_ the
problem, but at least people will stop looking for where that
manpage has vanished :-)
