this is in fact a completely optional package. In etch the industrial-cursor-theme package rdepends: gtk2-engines-industrial gnome-themes gnome-desktop-environment
and xcursor-themes packge rdepends: Reverse Depends: xlibs-data (dummy/transitional) Everything works fine without xcursor-themes installed. With it installed you have to run update-alternatives to use it. Not sure where the "core" theme is stored on disk/which package it comes from.
