Yes I know that the test.php script say that it is required but in fact it is not. So my opinion is that test.php is broken. Maybe that should be fixed but that is a minor bug at most. Horde work just fine without it (as far as I have been able to check) but some horde tools depend on it (but it is their responsibility to make that dependency).
