Package: cdbs

Hi,

I have no compat file, but cdbs creates one with 5 in it for me.
But the documentation says:
  In case of a missing compat information, CDBS would
  create a debian/compat file with compatibility level 7.

And it seems that debhelper runs in level 7 for some time.
I end up with a debian/debhelper.log file with dh_installdirs
in it.

So it looks like it partially ran in level 1, 5 and 7.

I don't _use_ debhelper, I use cdbs, I shouldn't need
to know anything about debhelper and so I shouldn't
create a compat file.  If cdbs needs a compat file to
work, it should create/remove it itself and not
keep me stuck in some lower level compat level that
you don't support anymore.  (I still had one with
4 in it.)
