Could you check if the attached patch fixes your problem, it's the upstream patch backported to 0.400.3?
I have applied it to 0.400.3 and rebuilt the package - it works! I can create a guest even if the default route is pointing to "dev brlan".
Just to note as I have not mentioned it when I created this bug - when not looking into virt-manager.log or invoking virt-manager in foreground with debug enabled - you will not get any error message or so on that. Just the MAC address input box in the last step on creating a new guest is empty - and is refusing to finally create a guest as long as you do not create a MAC address on your own...
