No, updates to /etc/odbcinst.ini by packages need to be done using the
odbcinst tool, to avoid overwriting local changes made by the admin.  In
your case, there seems to have been just such a "local" change which, even
though it wasn't intentional, has to be respected by the libmyodbc package.
