Note that this is would be indeed allowed as redistribution of the additions .ISO is explicitely allowed, see ยง2 of http://www.virtualbox.org/wiki/VirtualBox_PUEL However, redistribution here means unmodified and in binary form which is most probably a problem for Debian.
