Then the question is: How modular should the packaging be ? VLC has close to 250 modules. But 250 binary packages wouldn't make a lot of sense VLC depends on fifty-ish libraries. But 50 binary packages wouldn't make a lot of sense. So yes the maintaner has to make choice of what he includes and how he bundles it. Historically only the audio output module and exotic video output module are in separate package. So I will consider this wishlist bug next time the package is due to go through NEW. Other candidate are to add the xcb video output and have the Xlib video output separated.
