Section 4.2.3. Checking packages status says:

It is desirable to remove any holds before upgrading.

 package state for aptitude can be changed using:

# aptitude hold package_name

Replace hold with unhold to unset the "hold" state.

The last sentence is wrong.  Aptitude unhold is broken
in etch and does nothing (AFIK).   The work-around is to
instead do:

aptitude install package_name+
