I have a repository created with svn-inject -o (only keep modified files
under SVN control). This is because it is a very large package of binary
data files, and there's only one upstream file I have a need to modify,
in addition to the debian/ directory. svn-inject worked fine.

However, when I ran svn-upgrade on a new upstream version, it turns out that
upstream had made changes to that one upstream file I've modified. But
svn-upgrade did not copy the changed file into the repository or try to
merge the changes into my working copy or anything. Upstream's changes
were just silently lost in my package. I think this is bad...
