Same problem on my system. I believe this is due to commit 32f08268226f7bdc51da78b6643f8ef8eb69bc44, which changes debian/hwclock.sh to always refer to /dev/rtc0. This device doesn't exist; only /dev/rtc is available.
Either there should be an /etc/default/hwclock to set the HCTOSYS_DEVICE, or hwclock.sh should try /dev/rtc in addition to /dev/rtc0.
