Install the needed version as /usr/local/share/texmf/tex/latex3/template/template.sty You should try to remember that and remove it once the bug is fixed (you can subscribe to the bug if you like, but that will only tell you when it's fixed in unstable). If you keep it, you'll get that file forever, even when the version installed by Debian is newer.
