The reason is simple btw, as the package was Essential, nothing had to
Depend on it and apparerently nothing did. As it was removed from
unstable already, there was no reason to hold it in testing according to
britney.

So the problem would only be when you don't have mktemp installed you
were not able to install it in testing anymore. For the time being
mktemp has reentered testing and is blocked from removal.
