As I responded to Raúl, I believe it is too late to do it by default for the lifetime of cdbs v1. Each individual package can try setting "DEB_MAKE_CLEAN_TARGET =" to skip the often superfluous CMake cleanup routine when building out-of-tree. I believe that is hint is general to make, not tied to CMake. This bug is fixed in SVN, so should be solved by next packaging release.
