I don't understand why this should be a false positive when dpkg produces
an error on trying to highjack a file:

dpkg: error processing 
/var/cache/apt/archives/ser-radius-modules_2.0.0-1_amd64.deb (--unpack):
  trying to overwrite `/etc/ser/dictionary.ser', which is also in package ser
 Processing triggers for man-db ...
 Errors were encountered while processing:
  /var/cache/apt/archives/ser-radius-modules_2.0.0-1_amd64.deb
 E: Sub-process /usr/bin/dpkg returned an error code (1)

Are we talking about the same version of the ser and ser-radius-modules
packages?
