This file does not come with that mode by default. It defaults
to mode 644:
-rw-r--r-- 1 root root 9374 Jun 1 14:16 /etc/ssl/openssl.cnf
Did you change the mode manual? Why? Looking at the size, I
guess it's still just the default one.
