No, console-screen.kbd.sh works as intended.  Your confusion stems from
the fact that it doesn’t do any font setup because console-setup is
installed on your system; kbd decides to stay away from your console
configuration because of that.  Try “dpkg-reconfigure console-setup” or
modify /etc/default/console-setup.

I’ll consider adding an explanatory line to the output of the init
script.
