Yes, /etc/udev/rules.d/ is still considered and preferred. In fact the current split now makes it easier to customize: Packages only ship stuff in /lib/udev/rules.d/ and thus don't have to mess with dpkg conffile questions, and the user can add her own rules to /etc/. > (Damn, some day we'll get “nice” maintainer scripts and rules files?)
