Steps to reproduce:

* Enable iceweasel-notify.
* Open three Iceweasel windows.
* Start a file download in Iceweasel (using e.g. “Save link as...”).
* Wait for the download to complete.
  * When the download is completed, Iceweasel will generate a
    notification.
  * The notification occurs three times (once for each window).

Expected behaviour:

* The notification should occur once, no matter how many Iceweasel
  windows are open.
