You get a 550 because that's not a valid To: header. Whatever MUA
you're using is broken and is using an RFC1522 UTF-8 encoding for
things that don't need to be encoded, and then failing to put the
encoded bit in quotes to protect it from being parsed as an address.

Ask your MUA. Debbugs doesn't encode things in such a broken fashion:
