I also prefer to see first the best possible section in English if there
is not a translation in my language. I also think that it is the best
solution.
I also have an error when the Italian translation is not found:
$ man mount
man: impossibile risolvere /usr/share/man/it/man8/mount.8.gz: No such
file or directory
and then I have display the "man 2 mount"
Probably a configuration setting will be the best solution
