the mp3 files written by abcde contain ID3 v2.3 tags with the encoding set
to latin_1, but the text is encoded in UTF-8. This leads to incorrectly
encoded text with software which behaves according to the specification.

ID3 v2.3 allows only latin-1 and UTF-16. UTF-8 is only supported by ID3
v2.4. However, the id3v2 tool used by abcde only supports ID3 v2.3, so UTF-8
is just wrong.
