Ah I missed the "wget |" part. This is still a circular dependency
on the rare systems where wget is not installed though.

Actually in this instance, I would remove the "| intel-microcode"
part because wget is "Priority: important", so it is unlikely that
the "| intel-microcode" branch will be triggered anyway.

Alternatively intel-microcode could only recommends microcode.ctl.
